Summary: After making two approaches the pilot decided to head back to the departure airport. He flew north at an altitude beneath minimum radar coverage. The plane impacted the frozen Arctic Ocean in a right bank and at a 60 degree nose-down attitude. The pilot's intentional VFR flight into instrument meteorological conditions and his failure to maintain altitude and clearance from terrain. A contributing factor was the weather conditions.
